First, let's remind ourselves the reason for the fact that in so many environments that claim to have no excess capacity, once DBR (and more so when BM) is implemented a considerable amount of capacity is revealed. The answer is that in the conventional mode of operation, which is dominated by the desire of people to look busy (and the need for high level of management interventions), the free capacity cannot be estimated by observing - or even measuring - the time that the relevant resources are standing idle. The only effective way to reveal the capacity is to change the mode of operation from pushing to be on the right hand side of the "U curve", to operating within the plateau.

Personal Challenges in Implementing TOC

Implementing even one injection in reality may be challenging.
Our extensive experience with implementing TOC solutions reveals that some people in a system will accept the proposed change as common sense and be willing to embrace it, while others find it too difficult. TOC, as a managerial approach, suggests that managers should see their roles as continually improving the performance of the system under their responsibility. As every improvement is a change, managers have a crucial role in leading their people through it. In preparation for the change, managers should answer the key questions for improvement: What to Change?; What to Change to?; and How to Cause the Change? In order to handle the third question, TOC suggests using the "layer of resistance" to address the logical reactions and reservations of persons necessary for the change.
However, that may not be enough.
